Systems Analyst - Energy

Job Description:
Systems Analyst supporting a senior technical office in DoD in the area of Department of Defense (DoD) energy policy.  Responsibilities will range from developing energy policy, practices, and analytical methodologies in the DoD acquisition arena (DoD 5000 series/Defense Acquisition Guidebook) to developing training/education courses.  Support or lead studies and working groups involving a combination of Office of the Secretary of Defense (OSD), Joint Staff (JS), and/or Service headquarters staffs to address DoD analytic methods, business processes, technology, and design investments relative to the Joint Capabilities Integration and Developmental System (JCIDS) and major defense acquisition programs.  Prepare presentations and documents that clarify complex DoD energy policy issues in relevant terms for senior DoD executives.

 

Requirements:
Military or civilian eexperience with DoD requirements and/or acquisition process, JCIDS, systems analysis, modeling, and/or force planning.  Experience with OSD and JS organizations and staffing processes.  Senior staff experience in OSD and/or JS relative to JCIDS.  Operational research capability to interpret data and reports to inform policymaking and guidance.  Strong organizational and communications (verbal/written) skills.  Ability to work in a dynamic, collaborative team environment requiring exceptional self-motivation and initiative.  Ability to relate working-level issues to strategic initiatives and outcomes.  Proficiency with the Microsoft Office Suite.  Proficiency in Microsoft Project or similar tools. 

 

Education:
Master’s degree in systems analysis, engineering, business management, economics, public administration, policy analysis, or related discipline.
